The measurement is of the total of the inner insole of the boot, not the foot, so you should measure your foot and there should be a space of approximately 1 cm between the measurement of the insole and the measurement of your foot. HOW TO MEASURE YOUR FOOT:

To measure your foot put a sheet of paper against a wall and lean your heel against the wall, mark with a pencil, keeping it straight, where the tip of the big toe ends, with a meter measure the distance between the two marks.
