The measurement is of the total inner insole of the boot, not of the foot, so you must measure your foot and there should be a space of approximately 1 cm between the measurement of the insole and the measurement of your foot. The measurements presented here are subject to slight variations of 1-2 mm.

HOW TO MEASURE YOUR FOOT:

To measure your foot put a sheet of paper against a wall and lean your heel against the wall, mark with a pencil, keeping it straight, where the tip of the big toe ends, with a meter measure the distance between the two marks.
